QUICK ANSWER
The building plan approval process in India has five steps: get the plot documents in order, have a licensed architect or engineer prepare drawings to the local bylaws, submit online through the municipal or development authority portal, pay the sanction fee, and receive the approved plan and commencement letter. It takes 3 to 8 weeks in most cities and costs Rs 15,000 to Rs 1.5 lakh in fees for a house.
KEY TAKEAWAYS
- Approval is mandatory for any new house, extra floor or major alteration in a municipal area.
- Drawings must be prepared and signed by a licensed architect or engineer registered with the local authority.
- Most cities now use online single window portals with 3 to 8 week timelines for houses.
- Setback, FAR and height violations are the top reasons for rejection.
- A completion certificate at the end is what gets you water, electricity and a legal house.

What building plan approval is and when you need it
Building plan approval is the permission a municipal corporation, development authority or panchayat gives before you can start construction. You need it for a new house, an additional floor, a change in use, or any alteration that touches the structure or built-up area. Building without it invites a stop work notice, a penalty, demolition in serious cases and trouble when you sell or mortgage.
The building plan approval process checks your design against local bylaws: setbacks, floor area ratio, height, parking, ventilation and structural safety. In most states the governing rules come from the state building bylaws, which borrow from the National Building Code.
In our Indore studio, the first question we ask a client is whether the plot is in a municipal area, a development authority area or a gram panchayat. The answer decides which office you deal with and how long the house plan approval india process takes.
Step by step: how approval works in 2026
Nearly every state has moved to an online building permission system. The steps below are the same almost everywhere, even if the portal name changes.
- Verify the plot: title deed, latest tax receipt, approved layout and a khasra or survey number that matches. Clear any name mismatch first.
- Appoint a licensed architect, engineer or supervisor registered with the local authority. Only they can submit on the portal.
- Get the drawings prepared to bylaw: site plan, floor plans, elevations, sections, setback and FAR calculations, rainwater harvesting, parking and a structural stability certificate.
- Upload the drawings and documents on the portal. The system runs an automatic bylaw scrutiny in most states and flags deviations instantly.
- Pay the sanction fee, development charges, labour cess and any betterment charge that the portal calculates.
- Site inspection by the authority, if applicable, and clearance from fire, airport or heritage bodies for plots that need them.
- Receive the approved plan with the sanction letter and the commencement certificate. Start construction within the validity period, usually 1 to 3 years.
After the plinth is done, many cities require a plinth level inspection before you continue. At the end, the completion certificate and occupancy certificate close the loop.
FROM THE STUDIO
Freeze the plan before you submit. A revision after sanction means a fresh submission and a fresh fee in most cities, and we see this happen when owners change a bedroom size after approval.
Documents you will need
Keep the building permission documents ready before the architect starts the drawings. Missing papers, not bad drawings, cause most of the delay we see.
- Registered sale deed or title document, and the mutation or khata in your name.
- Latest property tax receipt and a no dues certificate from the authority.
- Approved layout plan or NA (non agricultural) conversion order where the plot is on converted land.
- Site plan and location plan with survey numbers.
- Architectural drawings signed by the licensed professional.
- Structural stability certificate from a structural engineer, mandatory above a set height or built-up area.
- Soil test report for larger homes or where the authority asks for it.
- Identity and address proof, photographs of the plot and an indemnity bond or undertaking in some states.
- NOCs from fire, airport authority, pollution board or heritage committee only when the plot location requires them.
The structural certificate is where our structural engineer and our construction management expert work together, because the authority wants to see footing sizes that match the soil. A soil test before house construction is cheap and keeps the structural submission clean.
Fees, charges and timelines
Building plan sanction fees for a house are modest compared to construction, but the add-on charges surprise people. The table gives typical 2026 ranges for a 1,200 to 2,400 sq ft house. Every city sets its own rates, so treat these as a guide.
| Item | Typical range | Notes |
|---|---|---|
| Scrutiny and sanction fee | Rs 10 to Rs 50 per sq ft of built-up area | Set by the authority, varies by city size |
| Development and betterment charges | Rs 5,000 to Rs 60,000 | Higher in new layouts and metros |
| Labour welfare cess | 1% of estimated construction cost | Statutory, most states |
| Architect and structural fees | Rs 40,000 to Rs 1.5 lakh | Includes drawings and portal submission |
| Total authority fees for a house | Rs 15,000 to Rs 1.5 lakh | Excludes professional fees |
| Timeline, online portal | 3 to 8 weeks | 15 to 30 working days where deemed approval applies |
Several states now offer deemed approval for small residential plots: if the authority does not respond within the set period, the plan is treated as approved. Check whether your city has this before planning your timeline.
These charges sit on top of the construction budget, which is why we include them in our guide to house construction cost per sq ft in India for 2026 and in the hidden costs in house construction that owners forget.
Why house plans get rejected
Rejections are rarely about taste. They are about numbers that do not match the bylaw. These are the reasons we see most often when a client brings us a plan another designer drew.
- Setbacks shorter than the bylaw for the plot size and road width.
- Floor area ratio or ground coverage above the permitted limit.
- Height exceeding the limit for the road width or zone.
- No parking space or a parking bay smaller than the bylaw size.
- Missing rainwater harvesting pit, now compulsory in most cities above a plot size.
- Staircase width, headroom or window area below the minimum.
- Drawings not signed by a professional registered with that particular authority.
- Plot documents with a name or survey number mismatch.
Most of these are design decisions made on day one. Our guide on how to choose the right house plan in India covers how to read a plot and its bylaw limits before you fall in love with a layout.
After approval: inspections and the completion certificate
Approval is the start, not the end. Keep the sanctioned plan on site. Build to it, especially the setbacks and the number of floors, because that is what the inspector measures. Where the city requires a plinth inspection, do not cast the ground floor slab until it is done.
When construction finishes, the architect submits a completion report with photographs. The authority inspects and issues the completion certificate and, where applicable, the occupancy certificate. You need these for the permanent water and electricity connections, for a home loan disbursement in many banks and for a clean sale later.
Build this paperwork into your schedule. Our post on house construction stages and timeline shows where approval, plinth inspection and completion sit in a typical 8 to 12 month build.

Frequently asked questions
How long does building plan approval take in India?
Building plan approval for a house takes about 3 to 8 weeks in most Indian cities in 2026 through the online portal, and 15 to 30 working days where the state has a deemed approval rule for small residential plots. Delays come from document mismatches, missing NOCs and bylaw deviations flagged in scrutiny rather than from the authority itself.
How much does building plan approval cost for a house?
Authority fees for a house run about Rs 15,000 to Rs 1.5 lakh in 2026, made up of a scrutiny and sanction fee of Rs 10 to Rs 50 per sq ft, development charges and a labour cess of about 1 percent of construction cost. Architect and structural engineer fees for drawings and submission add Rs 40,000 to Rs 1.5 lakh depending on the city and house size.
Can I build a house without plan approval?
No. Building without approval in a municipal or development authority area is illegal. The authority can issue a stop work notice, levy a penalty, refuse water and electricity connections and in serious cases order demolition. An unapproved house is also hard to sell or mortgage. Some gram panchayat areas have simpler permissions, but a permission is still required.
Who can submit a building plan for approval?
Only an architect, engineer or supervisor licensed and registered with that specific local authority can submit a building plan through the portal. The owner cannot submit directly in most cities. The professional signs the drawings and takes responsibility for bylaw compliance, and a structural engineer signs the stability certificate where the house size or height requires it.
What is the difference between a completion certificate and an occupancy certificate?
A completion certificate confirms that the building was constructed according to the sanctioned plan and bylaws. An occupancy certificate confirms that it is fit to live in, with water, sanitation and safety in place. Many cities issue both together for houses. You need them for permanent utility connections, final home loan disbursement and a clean title when you sell.
