QUICK ANSWER

A turnkey contract hands the whole house to one firm for a fixed per sq ft price, typically Rs 1,900 to Rs 2,800 in 2026. A with-material contractor builds for Rs 1,700 to Rs 2,400 but you watch quality yourself. A labour rate contract costs Rs 350 to Rs 550 per sq ft for labour only, and you buy every bag of cement. Pick turnkey if you lack time, labour rate if you have time and a trusted supervisor.

KEY TAKEAWAYS

  • Turnkey costs 10 to 20 percent more than a labour contract but removes material buying and daily site visits.
  • Labour rate contracts look cheapest on paper, yet wastage and delays often eat the saving.
  • With-material contractors sit in the middle; the risk is hidden downgrades in cement grade or steel brand.
  • Whichever model you pick, insist on a written BOQ, stage-wise payments and a defect liability period.
  • Site supervision time is the real deciding factor, not the headline rate.

The short answer on turnkey vs contractor vs labour rate

If you cannot visit the site three or four times a week, choose turnkey. If you can, and you have a relative or supervisor who knows construction, a labour rate contract will save you money. The with-material contractor model works when you have found a builder with a proven record and a written material list.

That is the whole debate in three lines. The rest of this guide explains why, with 2026 numbers from the projects we manage from our Indore studio.

Before comparing models, know what a finished house costs per sq ft in your city. Our pillar guide on house construction cost per sq ft in India for 2026 gives the base numbers every contract type is built on.

What each contract model actually means

Turnkey construction

Turnkey construction meaning is simple: one company takes your approved plan and gives you back a house you can turn the key on. Material purchase, labour, plumbing, electrical, finishing and often painting sit with them. You pay a fixed rate per sq ft of built-up area, released stage by stage.

With-material contractor

The contractor supplies labour and material, but the scope is narrower than turnkey. Tiles, sanitary fittings, doors, windows, fixtures and kitchen are usually excluded or capped at a rate. The contractor handles structure, brickwork, plaster and basic plumbing lines.

Labour rate contract

In a labour rate contract, the contractor brings only workers and tools. You buy cement, steel, sand, aggregate, bricks, pipes and everything else. The labour contract rate per sq ft covers mason, helper, bar bender and shuttering carpenter, sometimes plumber and electrician for pipe laying.

FROM THE STUDIO

Ask any contractor to write the exclusions before the inclusions. In our experience the exclusions list tells you more about the real cost than the rate itself.

2026 rates compared side by side

The figures below are for a standard G+1 RCC frame house in a tier 2 city like Indore, Bhopal or Jaipur. Metro cities add 10 to 20 percent. Premium finishes add more.

Turnkey vs contractor vs labour rate: typical 2026 rates for a G+1 house
ModelRate (per sq ft)What you buyYour site time per week
TurnkeyRs 1,900 to Rs 2,800Nothing, maybe final fixtures1 visit or less
With-material contractorRs 1,700 to Rs 2,400Tiles, fittings, doors, kitchen2 visits
Labour rate contractRs 350 to Rs 550 (labour only)All material, about Rs 1,200 to Rs 1,600 per sq ft4 or more visits

Add material to the labour figure and a labour rate build lands near Rs 1,550 to Rs 2,150 per sq ft. That is roughly 10 to 20 percent under turnkey construction cost for the same finish level, on paper. The gap narrows once you count wastage, theft and your own time.

For a 1,000 sq ft house, that gap is Rs 2 lakh to Rs 4 lakh. For a 2,400 sq ft duplex it can reach Rs 8 lakh. Our post on what a duplex house costs to construct in 2026 breaks the bigger numbers down by stage.

Where the labour rate saving leaks away

People choose the labour rate contract because the number looks small. Then four things happen that we see on almost every self-managed site.

  • Material wastage of 5 to 10 percent because nobody counts bags, and sand washes away in the first rain.
  • Over-ordering steel or cement 'to be safe', which then rusts or sets on site.
  • Idle labour days when material arrives late, billed as waiting charges or recovered by rushing later.
  • Small purchases (nails, binding wire, curing pipes, tarpaulin) that add up to Rs 20,000 to Rs 50,000.

The honest comparison is turnkey vs labour rate plus wastage plus your lost working days. For a salaried owner who takes leave to attend site, the saving can disappear completely.

Our structural engineer also flags a quality risk. On labour-only sites the mason decides the concrete mix by habit, not by design. We have seen M20 specified and something closer to M15 poured because nobody was there to check the batching.

Where turnkey can disappoint

Turnkey is not automatically better. The firm earns its margin somewhere, and a low turnkey quote usually recovers money in three places.

  1. Brand substitution. The agreement says 'ISI cement' but not which brand or grade, so a cheaper option replaces the one you assumed.
  2. Rate caps on finishes. Tiles capped at Rs 45 per sq ft and sanitaryware at a small lump sum, so every upgrade becomes an extra.
  3. Vague built-up area. Some firms bill balconies, parking and staircase headroom at full rate, inflating chargeable area by 8 to 12 percent.

The protection is a bill of quantities with brand, grade and quantity per item, attached to the agreement, plus the measurement method written down before signing. Most surprises owners complain about are covered in our guide to hidden costs that show up during house construction.

FROM THE STUDIO

Ask the turnkey firm for two live sites you can visit unannounced. A good firm says yes immediately. Hesitation tells you what you need to know.

With-material contractor: the middle path and its traps

A with material contract suits owners who want to pick finishes themselves but do not want to handle cement and steel logistics. The trap is the invisible material. Steel brand, cement grade, sand quality and curing are all inside the contractor's scope and outside your eye.

  • Write the steel and cement brands into the agreement and ask for purchase invoices at each stage.
  • Fix the concrete grade per element and ask for cube test results at least once per floor.
  • Agree plaster thickness and brick type (red clay, fly ash, AAC) in writing, because these move cost by Rs 40 to Rs 80 per sq ft.

Knowing rough quantities helps you spot padding. Our thumb rule post on how much cement, steel and brick a house needs per sq ft gives the numbers we use to cross check contractor bills.

How to decide for your own plot

In our Indore studio the first thing we ask a client is not their budget. It is how many hours a week they can give the site, and whether anyone in the family has built before. The answer settles most of the contractor vs turnkey construction question.

Which model fits which owner
Your situationSuggested modelWhy
Working professional, no site experience, lives in another cityTurnkeyYou are paying for supervision you cannot provide
Flexible hours, trusted mason known for yearsLabour rate contractYour time and trust replace the turnkey margin
Local resident, some experience, wants to choose finishesWith-material contractorStructure risk shifts to contractor, finishes stay with you

Loan timing matters too. Banks release money against stage certificates, and a labour rate site with scattered bills is harder to certify than a turnkey site with one invoice per stage. Our guide on how the stages of house construction unfold and how long each takes shows where those stage gates fall.

Whichever model you pick, finish the plan and working drawings first. A contractor quoting on a sketch quotes low and then revises. Our working drawings service exists so that every bidder prices the same house.

Before signing any model, check that the agreement has approved drawings as annexures, a stage-wise payment schedule with 5 to 10 percent retention for 6 to 12 months, a named site engineer, and a delay penalty with clear excused events. For a labour rate contract, add who guards material at night and who pays for rework.

Next step: get the drawings right, then pick the builder

Every model works when the drawings are complete and the agreement is detailed. Every model fails when the contractor is pricing guesses. Our team prepares floor plans, structural drawings and a quantity estimate you can hand to three bidders, and we offer turnkey construction for clients who want one point of contact.

Frequently asked questions

Is turnkey construction more expensive than hiring a contractor?

Yes, turnkey typically costs 10 to 20 percent more than a labour rate contract plus self-bought material, and 5 to 10 percent more than a with-material contractor. In 2026 that means Rs 1,900 to Rs 2,800 per sq ft for turnkey against Rs 1,550 to Rs 2,150 for a well-run labour rate build in a tier 2 city. The premium buys supervision, procurement and single accountability.

What is the labour contract rate per sq ft in India in 2026?

A labour rate contract for a standard RCC house runs Rs 350 to Rs 550 per sq ft of built-up area in most tier 2 cities, and Rs 450 to Rs 650 in metros. This covers masonry, shuttering, bar bending, plastering and usually basic plumbing and electrical pipe laying. Tiling, painting and carpentry are often quoted separately on top.

What does a with material contract usually exclude?

Most with-material contracts exclude tiles, sanitaryware, CP fittings, doors, windows, grills, electrical fixtures, kitchen stone and painting, or cap them at a low rate. They also often exclude boundary wall, septic tank, water tank, borewell and external development. Read the exclusion list carefully, because these items can add Rs 300 to Rs 600 per sq ft to the final cost.

Can I switch from a labour rate contract to turnkey midway?

You can, but it is messy. A turnkey firm taking over a half-built structure will want a structural audit, may refuse warranty on existing work, and will price the balance higher to cover unknowns. If you are unsure of your ability to supervise, it is cheaper to pick turnkey or a with-material contractor at the start than to switch after the plinth.

How do I check if a turnkey quote is padded?

Compare the chargeable built-up area with your approved plan, ask for the bill of quantities with brands and grades, and check the finishing rate caps against market prices. A quote 15 percent below others usually hides brand substitution or a low cap on finishes. Visiting two live sites unannounced and talking to past clients is the fastest check.
